Start with the tobacco rule, then check the exceptions.

New York generally allows adult cannabis smoking or vaping where tobacco smoking is permitted, subject to additional restrictions. That shorthand does not cover every setting. State and local rules prohibit use in many indoor workplaces and public spaces, and private businesses can prohibit it on their property.

Signs, lease terms, event rules, and agency policies can create a clear no-use answer even when a broad summary sounds permissive.

Vehicles and protected spaces are not gray areas.

Do not use cannabis in a motor vehicle, on federal property, or in prohibited park and public-space settings. A parked vehicle is still a vehicle for this planning decision. Federal land and facilities operate under federal law. State parks and other managed spaces publish their own restrictions.

Choose a lawful private setting before use. Odor reduction or a discreet device does not change the rule.

Housing adds a separate layer.

A lease or housing policy may prohibit smoking even when adult possession is lawful. NYCHA properties follow a smoke-free policy, and private landlords may regulate smoking in buildings and units. Edible possession does not create the same smoke issue, but lease and conduct rules still deserve review.

When a housing restriction, disability accommodation, or neighbor dispute is involved, seek housing-specific guidance rather than assuming the retail rule controls.
